Open Steam client and try to unsubscribe and subscribe any mod again and pay attention if Steam is downloading workshop content - you should see the text on the client footer which says Downloads and for a split second it should also show downloading bar. If you don't see mods at Mods tab but you see them at Steam Workshop then close the game. I'm a bit surprised it's not mentioned here nor in the guide. Have suggestions for the sidebar / topbar? Mail the mods!
